ACADEMIC QUALIFICATIONS
Graduated in Political Science (political-administrative course) in 1983 at the University of Messina, presenting a thesis on the subject of: "A government for governability: recent history of an institution in crisis" gaining a first class degree cum laude.

RESEARCH
From 1986 onwards research collaboration with Prof. Silvio Gambino, Professor of Comparative Public Law and Public Law in the Faculty of Economics at the University of Calabria, participating in the following research programmes: - Electoral systems and local government. Comparative models – The organization of local government. Comparative experiences, Forms of government and electoral systems – The fundamental principles of constitutional law common to EC and national legal systems. The founding treaty in the process of European integration - Stability of the executive and representative democracy, publishing several papers.

PROFESSIONAL EXPERIENCE

• Appointed member of exam commission in Public Law at the University of Calabria in 1987
• Academic Year 1992/1993 onwards, temporary Professor of Public Law in the Faculty of Economics at the University of Calabria.
• 1993 onwards collaboration with the Journal Giurisprudenza Costituzionale
• Participation in the Congress on: Sistema electoral y elecciones en Italia y en Espana, organized by the Departemento de Derecho Constitucional at the University of Jaèn, Spain
• 1996 appointed University Researcher, following successful public exam in the Academic Sector N09X – Public Law in the Faculty of Economics at the University of Messina
• Academic Year 1999-2000 lecturing in Public Law on the Diploma in Business Organization and Administration in the Faculty of Economics at the University of Calabria and Regional Law on the Bachelor’s Degree course in Economics and Commerce in the Faculty of Economics at the University of Messina.
• June 2000 promoted to Associate Professor in Public Law N.09X following a public exam at the University of Calabria
• 1 November 2000 appointed as Associate Professor of Public Law in the Faculty of Economics at the University of Messina
• 2000 onwards, member of the editorial staff of the journal Diritto pubblico comparato ed europeo.

• May 2011 participation of the international Convention “Moving from crisis to sustainability”, organized by the University of Messina, the University of Krakow and the University of Kiev, speaking on the subject of “The declining phase of social rights in a time of crisis”
