Abstract:
The article analyzes the role and responsibilities of the European Border and Coast
Guard Agency (Frontex) in the surveillance of the Union’s external maritime borders, in light of the provisions of Regulation (EU) 2019/1896 and the interpretations provided by European oversight and control bodies (the European Ombudsman, OLAF) and by case law. In particular, the establishment and deployment of a standing corps of European border guards, who report directly to the Agency and its chain of command, offer new insights for further examination of Frontex’s role in sea rescue activities arising from joint surveillance operations.
